CITY OF ORANGE TOWNSHIP

EXECUTIVE ORDER NO. 5-2020
DATED: NOVEMBER 25, 2020 

WHEREAS, the Centers for Disease Control has advised that the nation is experiencing an increase in the  spread of the COVID-19 contamination; and 

WHEREAS, the Essex Country Office of Emergency Management has issued situation reports indicating  that the region is experiencing an upward spike in the number of positive COVID-19 cases; and 

WHEREAS, locally, the City of Orange Township Department of Health has reported that Orange is  experiencing an average of 8 to 12 cases per day and has experienced an increased number of 234 cases from the  period of November 1, 2020, through November 16, 2020; and 

WHEREAS, the Thanksgiving holiday gatherings present ample conditions and opportunities to spread the  COVID-19 virus as it is impractical to restrain said gatherings; and 

WHEREAS, the municipal government of the City of Orange Township seeks to minimize the risk of  COVID-19 infection by employees and others who visit public buildings

NOW, THEREFORE, BE IT ORDERED BY DWAYNE D. WARREN, ESQUIRE, MAYOR  OF THE CITY OF ORANGE TOWNSHIP, NEW JERSEY, AS FOLLOWS: 

  1. All City of Orange Township employees work under quarantine at their homes or other safe locations from November 30, 2020, through and including December 10, 2020, except that certain essential employees will be notified of their responsibilities under separate communication. During the period  of the employee quarantine, Department Directors shall assign tasks and responsibilities to  quarantined employees in accordance with the needs of their respective departments. Any employee  who is unavailable to the Department Director during regular business hours may be docked pay for  the day following additional evaluation. During this period from November 30, 2020, through and  including December 10, 2020, all public buildings will be closed except for certain designated  purposes, which shall be set forth under a separate communication or executive order. During this  period, the Administration will perform a deep clean sanitization of the entire building. 
  2. Before returning to work on December 11, 2020, all employees will be required to be tested. Tests will be administered at Dr. Salerno’s medical office located at 523 Park Avenue, Orange, New Jersey. The test will be a “rapid test” for all employees. 
  3. This Order shall take effect immediately and shall remain in full force and effect until rescinded, modified and supplemented by me in response to the ongoing public health emergency.
