PROPOSAL FOR:

Title: Fuel Purchase Card Service for the City of Orange Municipal Vehicles and Equipment

NOTICE is hereby given that Sealed Proposals will be received and read by the Qualified Purchasing Agent in the Public Works Conference Room #304, Orange City Hall, 29 North Day Street, Orange, New Jersey on Wednesday, January 29, 2020 at 12:00 p.m. local prevailing time.

FUEL PURCHASE CARD SERVICE

All work necessary therefore and incidental thereto, all in accordance with the Specifications, copies of which are available for inspection in the Office of the Director of Public Works and Engineering during regular business hours. Bidders must use, and complete fully, proposal blanks furnished by the Director of Public Works and Engineering, comply with all requirements attached thereto, and accompany bids with the following:
1.  Certified check or cashier’s check in the amount of 10% of the Total Bid, but not more than $20,000; payable to the City of Orange; or Bid Bond in the amount of 10% of the Total Bid for one year but not more than $20,000 in form approved by the Corporation Counsel.
2.  Consent of Surety in the principal sum of one hundred (100%) percent of the contract amount.
3.  Non-Collusion Affidavit.
4.  Affirmative Action Affidavit.
5.  Stockholder Disclosure Statement.
6.  Statement of Bidder’s Qualifications, Experience and Financial Ability.
7.  Acknowledgments and Statement of Organization.
8.  Proposal properly completed in accordance with the form thereof.
9.  Bid Document Submission Checklist.
10. Acknowledgement of Receipt of Changes to Bid Document(s).
11. Hold Harmless Agreement Form.
12. State of New Jersey Business Certificate

All bidders must comply with P.L. 1975, Chapter 127 entitled, “An Act Relating to Affirmative Action” in relation to discrimination in connection with certain public contracts, and supplementing the “Laws Against Discrimination” approved April 16, 1945 (P.L. 1945, Chapter 169, N.J.A.C. 17:27 et seq.), as well as with the requirements of P.L. 1977, Chapter 33 (N.J.S.A. 52:25-24.2) regarding “Disclosure to Stockholders”.

All bidders must comply with P.L. 2004, c.57 entitled, “Business Registration of Public Contractors” that all business organizations that do business with a local contracting agency are required to be registered with the State and provide proof of that registration to the contracting agency before the contracting agency may enter into a contract with the business.

All bidders seeking the award of this contract must be registered with the State of New Jersey pursuant to the State Business Registration Act. A certificate showing proof of registration must be included in all bid proposals.

Proposal must be enclosed in a sealed envelope with the bidder’s name and address and the designation of the work or materials noted on the outside of the envelope. The City of Orange Township expressly reserves the right to reject any or all bids and accompanying documents received. The City of Orange Township also expressly reserves the right to correct any erroneous mathematical computation in any proposals submitted, and to consider the bid on the basis of the corrected total or totals.
